It also helps to explain the commonality of problems and abuses — all used the same defective (at least in part) Handbook.  &lt;br/&gt;&lt;br/&gt;The discussion in Chapter 15 of the Handbook recommending democratic governance after turnover appears to be unfinished work.  Creating the legislation for democratic governance can therefore be based on finishing the work in the Handbook.  This may make it more difficult for the common interest development industry to oppose.
